To prepare the chicken, cut the onions into slices. Put a suitable pot on heat and add some oil. Then sauté diced onions until they are translucent. Then grate the garlic, add it to the pan and sauté until fragrant.
Now place the chicken meats in the pot and sauté on both sides for a few minutes until it gets slightly browning on the surface.
Then add salt, black pepper, turmeric, and two cups of hot water. Put the lid on and let the shanks cook on gentle heat for an hour. Add brewed saffron to the pot in the last 15 minutes of cooking.
Meanwhile, you should prepare Baghali Polo. For this purpose, wash and rinse the fava beans and rice a couple of times. Then fill half of a pot with water and put it on high heat to bring it to a boil.
Add a teaspoon of salt and rinsed rice to the pot. After 5 to 10 minutes, depending on the type of rice, when it becomes a bit soft outside and uncooked in the center, drain it and set it aside.
Then fill the pot with water and bring it to a boil. Then add the fava beans and let them cook for 5 minutes. It will foam up, so be sure to remove them. You can also parboil the rice and fava beans simultaneously. You should mix the fava beans and rice anyway.
Choose a suitable pot, add a little cooking oil to coat the bottom, and heat the oil. Then cover the bottom of the pot with a layer of sliced potato or flatbread. This will give you a crispy layer as Tahdig outside the polo and prevent the rice from sticking to the pot.
Now take a spatula full of rice and fava bean and put a layer in the pot. Then top it with a layer of dried dill or chopped fresh dill. Repeat this to the end.
Put a spatula of rice and fava beans in the last layer and shape it into a dome. Then make some holes in the middle of the rice with the spatula handle so it can steam well.
Now put the lid on and let it cook. Once the steam rises from the rice, reduce the heat, wrap the lid with a kitchen towel, and put it on. Let the rice steam for 45 minutes to an hour.
